Which of the following most accurately describes the problem?

THE position within the six members of the European Economic Corn=May as. regards the application of the Treaty of Rome rules governing competition and notification of monopolies is still very ccinfused, writes a Special Correspondent. On Monday andTuesday, the European Parliament, the E.E.C. Council and the Commission all joined in discussions on the subject.

Parliament has refused to be consulted by the Council on this question, which is a " legal " manceuvre designed to prevent the Council taking a decision. Many feelings have been expressed either that the general rules of the Treaty should not in this instance apply to transport, or that a decision should not be taken without considerably more study of the matter.

However, there were signs during the debate that the Parliament was willing to modify its position. One suggestion is that, for the time being, the general Treaty rules should apply; but that special conditions be urgently drafted..
