Which of the following most accurately describes the problem?

1 • I lereford-based 1 WS Transport has been issued with seven prohibitions and a defect notice since being granted a licence in August.

West Midland Deputy Traffic Commissioner Alan Bourlet said this was not a good track record when the company wanted to increase its licence authorisation from six vehicles and six trailers to 10 vehicles and 12 trailers. However, he granted the application with a serious warning.

Julian Oakley, who runs the company with Beverley Oakley, said they had made a number of mistakes but had now put matters right He added that they took great pride in their vehicles and trailers, had been involved in transport for a number of years and maintained the vehicles the way he always had. Oakley said it was only now he had been told that this was not the right way to do it: the wipe-off plastic board had been replaced with a flow chart and the duplicate daily nil defect reporting system would be replaced by a triplicate one.

He had also written letters to the drivers pointing out their responsibilities.

Oakley said one of the problems had been that as a new business they had worked with older vehicles, resulting in a lot of repair work rather than preventative maintenance.

He promised that he would have the three vehicles tested before the beginning of 1996 re-tested within the next month.

He added that his vehicles had always passed the annual test first time.

Bourlet said the Oakleys' record had not been the best way to start their careen
