Which of the following most accurately describes the problem?

a team of rookie policemen in a traffic check in Rotherhithe, South-East London, last week.

The check, part of police probationer training, was organised by Rotherhithebased Sergeant Roger London who described the exercise as "disappointingly quiet". A total of 16 vehicles were checked by vehicle examiners who issued five GV9s and two vehicle defect notices. Eight vehicles were picked up without 0 licences with another fraudulently using an 0 licence obtained for a different vehicle. Two trailers had no test discs and two vehicles were without plating certificates.

There were also two vehicles with defective tachographs and one with no excise licence.
