Which of the following most accurately describes the problem?

BYPASSING BIDEFORD • An 8km (five-mile) bypass round Bideford on the A39 opened on 20 May. When the North Devon Link Road and Barnstaple Bypass open in 1989 the new bypass will be part of an improved trunk route to North Devon and North Cornwall.

Work is to start next month on a 3.6km (2.3 mile) dual-carriageway bypass round Blackwater, near Redruth, Cornwall. The new road will extend the Cambourne-Redruth dual carriageway to the Three Burrows roundabout.

DELAY ON Ml • The next stage in the reconstruction of the MI between junctions 9 (A5 Friars Wash) and 10 (Luton Airport) will now start on 30 May, after the Spring Bank Holiday.

This is due to difficulties being experienced by the contractors in obtaining essential materials.
