as Mount Trucking of Cupar, have been granted authority to operate four vehicles and six trailers without restriction, despite environmental representations.
The licence applied for had alternative operating centres at Mount Farm and Parbroath Farm and there were representations from people living along the access road to Parbroath Farm and from a couple whose cottage was within the farm yard. (CM April 18).
The representors considered that the access road was unsuitable to take any increased use by heavy vehicles. Scottish Deputy Licensing Authority Alex Brand, however, considered that the increase arose from the extension of the Parbroath Farm business run by Buttercase & Sons and not from the use of the farm as an operating centre by Mount Trucking.
Dealing with complaints about the movement of vehicles as unsocial hours Brand said it was clear the Mount Trucking vehicles would normally operate at hours that were not unsocial, but there were times when, to meet ships' sailing times, it was necessary for vehicles to leave earlier or later than normal.
To restrict the Mount Trucking vehicles to "normal times" could have a serious impact on the business. If Mount Trucking could not operate at any time other hauliers would be brought in to do the work. That would not help the representors and might make matters worse for them. In those circumstances Brand considered the attachment of any restrictive conditions to be unfair.
