Which of the following most accurately describes the problem?

• The PSV operators licence held in the Metropolitan area by Mibbo Singh Thandi, trading as Thandi Coaches of Smethwick, has been prematurely terminated to expire at the end of October by Metropolitan Traffic Commissioner Air Vice Marshal Ronald Ashford.

Evidence was given of prohibition notices imposed on Thandi vehicles and of vehicles displaying West Midland Area licence discs. Ashford also questioned if the nominated transport manager Geoffrey Jackson was spending sufficient time at the London premises.

For Thandi, Michael Carless said there were no problems with the West Midlands operation and the Metropolitan operation was now under control. Prematurely terminating the licence, but granting a variation to increase the number of vehicles to six, Ashford said he was not satisfied that everything was under control. ' Thandi had demonstrated a complete disregard for the system and that was something he would not tolerate, but he was prepared to allow the licence to continue for a limited period provided there was a new transport manager with proper control of the London operation and that the maintenance of the Volvo coaches was contracted out.
