Which of the following most accurately describes the problem?

DETAILS of the training scheme for young hgv drivers, due to start in September, will shortly be sent to road goods transport employers by the national joint committee administering the scheme. Employers who wish to train young drivers will first have to obtain approval of their training facilities and standards. They will then be able to register for the scheme at a fee of £25. In the case of companies employing fewer than 25 hgv drivers the fee will be £15.

A fee of £10 will be payable in addition in respect of each trainee undergoing Class 3 training. In the event of the trainee progressing to Class 2 and Class 1 a further fee of £5 will be payable at that time.
