Which of the following most accurately describes the problem?

A NEW 10-minute frequency bus service operating a figure of eight route started last week in Oxford. The service has a flat-fare of 5p and replaces the old university circle service.

Revenue on the new route is being guaranteed by Oxford City Council for three months. Mr Peter Lutman, Oxford South Midland traffic manager, told CM that the service needed about 15 passengers on every round trip to cover costs.

Two Bedford YRQ-Willowbrook 45-seat buses, taken over from Cooper Bros. by Midland Red, are being used.
