Which of the following most accurately describes the problem?

• An application by Larrow Transport (Northern) Ltd., of Birtley, County Durham, to include a tenth vehicle on their A licence, was turned down at Newcastle upon Tyne on Friday.

Mr. Abraham Davis, a director of the firm, said it originally had 10 vehicles in use but a dispute with a financial firm had led to one articulated lorry being re-possessed.

He was now applying for authorization to transfer another artic for the one that had been re-possessed. The firm was not applying for a licence for an extra vehicle, but only to vary the existing A licence to cover the replacement.

Mr. John Hanlon, the Northern LA, said. however, that he considered the firm was asking for a new licence. The circumstances in which the first vehicle was re-possessed seemed mysterious, he added.

He said the firm had changed addresses three times during the last 18 months and the Authority had not been notified.

Mr. Davis claimed his customers were suffering an inconvenience because of the lack of sufficient Larrow vehicles.
