• The sub-committee on Road Transport of the United Nations Economic Commission for Europe's Inland Transport Committee opened a special meeting this month to prepare a European Agreement supplementing the Convention on Road Traffic adopted at a world conference held in Vienna last October and November.

In attendance are delegates from the majority of participating members of the UN /ECE as well as representatives of a number of actively interested non-governmental and intergovernmental organizations and specialized agencies of the United Nations family.

Briefly summarizing the contents of the 1968 Convention, except for weight and dimensions of vehicles, it deals with all the subjects included in an earlier 1949 Convention: but it does so in a far more detailed, precise and up-to-date manner. In addition, it contains complete rules concerning among other things the movement of traffic in line; special rules applicable to motorways and similar roads; rules applicable to pedestrians; the behaviour of other road users towards pedestrians; the behaviour of road users in case of accidents; the passing of oncoming traffic on mountain roads; slowing down of vehicles; audible and light signals; the use of lights on vehicles; the opening of doors on carriageways.

The work of the sub-committee has consisted mainly in making mandatory, in Europe, provisions which are optional or simply recommendations in the 1968 Convention.
