Which of the following most accurately describes the problem?

• The RHA international group has invited officials of the Ministry of Transport, Customs and Excise and the Home Office to discuss with them the methods of imposing greater vigilance in the levying and collection of taxes on foreign vehicles entering this country.

This is basically a reprisal against the West German authorities who, despite increased pressure, have raised the daily quota of British vehicles entering the Federal Republic by only three. They are considering the British reciprocal offer of waiving vehicle tax, but do not intend to withdraw their tax of one pfennig per ton per kilometre.

Members of the RHA group believe that if the British practice of charging at least one month's tax to Continental operators could be revised then the West German authorities would review the situation.
