Which of the following most accurately describes the problem?

Unless the council rescinds the order, one operator will challenge the

ban before the Local Government Ombudsman. Sally Nash reports • THE BOSS OF a Peterborough tipper firm is threatening to take his fight against a proposed truck ban to the Local Government Ombudsman, insisting the council's process has been -flawed". Adrian Watt, MD and owner of CrossacreTippers, is angry about a move to ban vehicles weighing more than 7.5 tonnes from Crossacre's access road, Oxney Road in Peterborough, following complaints from local residents.

Watt says that the ban will simply divert at least 800 trucks a day onto the heavily congested Pam n well Way, and that residents there are "not happyabout the situation. The ban will also add another three miles to his drivers' route, increasing congestion and pollution.

"The council process has been very flawed; 600 households were asked for their opinion but only around 60 businesses." says Watt. "The ban will force all that traffic onto Parnwell Way and 700 households there were not consulted."

He reports that businesses along Oxney Road would accept a nighttime ban from 7pm and 7am.

Unless the council rescinds the Oxney Road order, Watt plans to take his campaign to the Local Government Ombudsman: "I've sent four or five letters to local councillors in Peterborough which remain unanswered, so it looks as though I'll be submitting the forms this week for the Ombudsman to assess the decision."

Crossacre operates 24 tippers; the firm has been based at the Oxney Road site since 1987. Customers include major aggregates firms such as Hanson.
