Which of the following most accurately describes the problem?

• Truck drivers are bracing themselves for delays of up to an hour on journeys to and from Portsmouth, because of 10km of road cones near the Hampshire port.

The coning, along the length of the M275 and between J11 and J13 of the M27, will be in place until the end of May.

Drivers are furious that one diversion out of the port includes a narrow road which they say is unsafe for trucks.

Mark Burleigh-Thurston, the forwarding manager of EuroPSL at Portsmouth, has complained to the police and Hampshire County Council, which is working as an agent to the Highways Agency. But both authorities say the cones are necessary for a £10m programme of road improvements including upgrading the road surface, drainage, lighting and telephone systems.

GB Express of Portsmouth says it has found traffic is horrendous around 08:00hrs and 17:00-19:00hrs with delays of at least half an hour.
