Which of the following most accurately describes the problem?

• Smaller hauliers are having to trust to luck when Ending their way through the maze of new health and safety and environmental legislation. According to a survey of 200 small businesses by the British Chambers of Commerce (BCC), they see environmental issues as a "necessary hindrance" and lack legal advisors who understand the pressures of running a business.

Only 5% of the firms surveyed had a written environmental policy: 30% found the information from Government agencies, trade associations and local authorities was inappropriate for their needs.

The BCC has called for a network of "environmental facilitators" to advise small businesses.

Cl Trade unions are pursuing some 2,700 cases against hauliers for injured drivers (CM 16-22 March).
