Which of the following most accurately describes the problem?

IF THE Greater London Council's lorry ban proposals go ahead, the GLC will provide a list of those hauliers who have exemption permits, for the use of hauliers and businesses outside London.

GLC freight officer Keith Buchan said at a planning lorry controls seminar at the Central London Polytechnic last week that the GLC will produce basic information for people who want to hire haulage in London, and need a haulier who has an exemption permit.

Mr Buchan also repeated a GLC claim that London-based hauliers with exemption permits may gain a "possible marginal benefit" over other hauliers.

They may be able to specialise in working just in London if provincial hauliers do not apply for permits.

The GLC will also warn international hauliers via foreign government agencies and trade associations that they will need an exemption permit to enter London during banned periods if the night and weekend ban for lorries over 16.5 tonnes goes ahead.
