LANCASHIRE United Transport has appointed a new traffic manager.

He is Peter Morgan, currently with Warrington Borough Transport. Mr Morgan, who is a member of the Chartered Institute of Transport, takes up his new post on April 2.

Michael Howarth has moved to Courier Express to become operations manager. He was previously distribution manager with Southern British Road Services.

Humphrey Snell, a joint managing director of coach builders Plaxtons, has resigned for "personal reasons". The decision has been made by mutual agreement", although the company says it was

-accepted with regret.John Pepper and William Newham have now become joint managing directors, joining John Birley.

Transport Secretary William Rodgers has approved the appointment of Alfred Rosenfield as a deputy secretary i n'th e Department of Transport.

In this new post Mr Rosenfield will eventually head a group of directorates concerned with road and vehicle safety, driver and vehicle licensing, and international transport and finance. Mr Rosenfield will remain as the Department's principal finance officer.

Ian McKinnon takes over as general manager of Leyland Vehicles' medium/light vehicle division next month.

He succeeds Frank Andrew, who has been appointed sales and marketing director of Ley land Vehicles worldwide. Mr McKinnon will have responsibility for the plants at Bathgate and Albion Motors.

He joined Leyland Vehicles after six years in British Leyland. He has held senior management positions with BL's Aveling Barford, Leyland in Australia and Austin-Morris.

Craven Tasker Sales has announced the appointment of Jim Sherry as regional sales manager for Scotland. Mr Sherry joins the company from York Trailers, and will be based at Craven Tasker's Scottish factory in Cumbernauld.

Colin Barge has moved to Ray Smith Demountables as sales executive for south-west England and south Wales. Before joining the company he was involved with technical publishing with Haynes. Mr Barge, who is an associate of the Institute of Road Transport Engineers, is based at Chard, Somerset.

Motor Panels of Coventry has announced the appointment of David Smales as commercial sales manager at its Wigan plant. Previously with Trist Draper, Mr Smales will be responsible for all sales, marketing, quotations and pricing at Wigan.

Mike Richardson and Peter Warman have been named as joint managing directors of British Car Auctions.

Mr Richardson, formerly deputy managing director, is based at BCA's Farnborough branch and is responsible for the operation of the branches and the fleet division.

Mr Warman, as former financial controller, is now responsible for administration and accounting throughout the company and is based at the headquarters in Farnham.

Continental Tyre and Rubber, the German manufacturer based in the UK at Coulsden, Surrey, has appointed Mike Kimsky as marketing services manager. Mr Kimsky joined the German operation of Continental in 1963, moving to the UK in 1 1971.
