Mind you, this change would not automatically ensure justice. A friend of mine, an ex-CM man, was driving along a main road in London when a foreign woman who had held a licence for a month careered out of a side turning, ignoring a give-way line, and struck the front of his car. She continued across the road, screaming her head off, and her car came to rest against a garden wall.

My friend was somewhat taken aback to be summoned for careless driving. He was astounded when, on arrival with a lawyer at the magistrates' court, an usher forecast: "It'll cost you £25:

"But I'm the injured party,my friend protested.

-That doesn't make any difference," said the usher. "Everyone's being fined £25 today."
