Which of the following most accurately describes the problem?

• A strike by members of the Civil and Public Services Association which has so far affected three traffic areas — Scottish,

Northern and North Western and the licensing offices at Swansea may be carried on next week and spread AO additional traffic areas.

A spokesman for the CPSA told CM this week that it would not know if the strike would spread or continue but added that it was quite likely. He said it was impossible to say at present how many operators and hauliers had been affected by the strike which has caused delays in hgv and psv applications, operators' licences applications and, in the Northern traffic area, foreign permit applications.

In Manchester last week, a public inquiry was adjourned and licence applications delayed when a number of CPSA members staged a five-day strike. It was stated that the strikes were being carried out as a result of a wage dispute which has been going on for the past two years.

About 60 members staged a strike in Newcastle last week but all returned to work on Monday with the exception of the foreign permit staff who are still carrying on the industrial action.

Because of the dispute no provisional or renewal hgv applications are being considered. This also applies to interim 0-licence applications but the implementation of 0-licence margins and the transfer of old and new vehicles on a licence can take place because it is only necessary to notify the LA within one month. It is understood that vehicle testing stations are still operating but no certificates are being issued.
