Which of the following most accurately describes the problem?

• MPs have backed the Government strategy of resisting European Commission proposals to increase lorry weights until the bridge strengthening programme is completed.

Roads and Traffic Minister Peter Bottomley stressed last week that the Government was not opposed to some of the increases, but added that the 10.5-tonne axle limit should be maintained for all lorries whether of two, three, four, five or six axles. Maintaining the 10.5-tonne limit would make it impracticable for twoaxle lorries to exceed the present 17-tonne limit. Bottomley said it would not be technically impossible to increase the fouraxle limit of 32 tonnes on rigid lorries, provided there was a big enough gap between the front and rear axles, but the formula favoured by some states of weight against wheelbase was unacceptable.
