• North Western Licensing Authority Martin Albu has reconsidered his refusal to grant an HGV driving licence to a Welsh lorry driver who had passed an HGV driving test when not in possession of a provisional licence.
The LA refused to grant Gwynfor Davies a licence last November when he made application for provisional and full licences on the same day: however, after considering a letter from Davies' solicitors at a public inquiry in Manchester on 15 June, Albu decided to grant him a full HGV licence and said that he would write to the solicitors, pointing out that they had given Davies misleading advice. The LA is going to pursue the matter with the driving school which had trained Davies.
CI At the same inquiry Albu warned that he was going to come down heavily on HGV drivers convicted of speeding.
This warning came when Thomas Healey of Denton, Manchester, applied for a Class 3 HGV licence, having los; previous licence because drink/driving conviction.
Albu pointed out that Hi had also been convicted of other offences including sc ing, driving without due ca and attention and using a N cie without insurance.
In his defence Healey si that when a lorry driver w driving seven days a week there was more chance of being caught than the man only drove to the office an back. Albu pointed out, ho er, that speeding was an o ence. Returning Henley's I cence he warned that he d not want to hear anything about Healey speeding or drinking and driving.
