Operators who used Leral quota permits last year may have as many this year, with a minimum of five, while operators which did not use permits last year may have up to three for the second half of this year.
This does not alter if some were used during the first six months of 1978.
It is still necessary to have French and Spanish permits for journeys to and from Portugal.
