Which of the following most accurately describes the problem?

• Road transport training levies of 1.4 per cent and 2.0 per cent of payroll, depending on a firm's size, have been approved for 1972-3 and will take effect on July 11.

The Secretary of State for Employment. Mr Maurice Macmillan, has approved the proposals submitted by the Road Transport Industry Training Board for levies based on employers' payroll in the year ended April 5 1972. Where total payroll is less than £30,000 the rate will be 1.4 per cent (1.5 per cent last year) and where the payroll is more than this the levy will be 2.0 per cent (previously 2.2 per cent).

Employers whose total payroll is £7500 or less are exempt from levy — the exemption figure was £5000 in the previous year.

The Order giving effect to the new rates was laid before Parliament on Monday.
