Which of the following most accurately describes the problem?

NEARLY 50 objections from local authorities were listed to an application by Crosville Motor Services last week for fares increases on all routes. Following a joint hearing by the North Western and South Wales Traffic Commissioners at Llandudno a majority of the increases were granted with effect from July 9.

The Commissioners said that the application was not unreasonable but they referred to a similar application early in 1966 when the company had been asked to stabilize shortdistance charges. In the circumstances the Id. rise in singles in the 3d.-6d. range would be deferred until January 1 1968. The application was for a Id. increase in the 3d.-1s. range; 3d. on the next series up to 2s. 4d.; and 4d. thereafter, with a return fare at 75 per cent above the single.
