For the more immediate future, the most efficient way of getting full value from town roads is by intensifying control of parking space in towns (especially long-term parking), says the report. But, looking further ahead, it considers direct road pricing would be more effective if a workable system can be devised. It would take several years to put into effect. Mrs. Castle has approved the report's rejection of limitations on vehicle ownership and the banning of whole classes of vehicles in towns.
