AN ATTEMPT to make even more remote the threat of disqualification facing lorry owners whose vehicles are defective failed in the Lords this week.
Lord Nugent of Guildford advocated a change in the Road Traffic (Amendment) Bill which would hold the prosecution responsible for proving that an endorsement of a fleet owner's licence was justified. But after this had been ,esisted by the Government's spokesman he • .,mendment.
