Which of the following most accurately describes the problem?

Retail market figures remain 'unsettled'

The retail market is showing conflicting signs, with a sudden buoyancy in April being confounded by lower figures for May. June then saw another slight surge in footfall.

Forecasts for July show an encouraging 8.6% boost to footfall figures, although retail think tank Synovate is warning that the market will continue to show pronounced regional flux.

June's figures were up 3.7% against May — scant praise since May's figures showed a 5.1% reduction on the previous year, despite predictions that it would be a steady month.

Sales in June 2009 were 0.1% down against June 2008.
