Which of the following most accurately describes the problem?

• Irish tipper operators have won an increase in the rate offered to shift 25,000 tonnes of barley to Cork's Ringaskiddy port.

Hauliers began to haul for R&H Hall, the owner of the barley, at a rate of £9.25 per tonne (78p a mile) on 7 July. But most stopped working because they found the rate was too low— they claimed they would have to overload to make the work viable.

Hauliers asked for £11 per tonne (96p a mile), but settled on £10 (86p a mile) on 10 July. A spokesman for Hall said discussions on rates were a normal part of the business. He added that discussions on rates for two subsequent 25,000-tonne shipments had also been amicably resolved and work was now continuing.
