• Refuse collection workers in Welwyn and Hatfield are being urged by smokers to group with other council employees to head-off a tough new smoking ban. Forest, the prosmoking organisation, is urging disgruntled drivers to formally register their complaints with Hertfordshire council. A council spokesman says the ban, which will cover all staff, including in-house refuse collection fleet workers, will forbid on-duty employees to smoke in its vehicles, depots, and other council properties from April 2000. Danny Bryan, national secretary for the Transport and General Workers Union, says the scheme looks like "political correctness gone mad".
