Which of the following most accurately describes the problem?

• The revocation of the HGV driving licence held by the son of Hexham haulier William Oliver, for speeding and reckless driving, has been overthrown in favour of a 12months suspension after an appeal to the Hexham Magistrates.

Stuart Oliver of Bardon Mill appealed against the revocation imposed by North Eastern Licensing Authority Frederick Whalley.

For the LA Michael Gaunt said that Oliver had been fined on three separate occasions for speeding, and had been banned for three months for reckless driving in July 1983.

His class 3 HGV licence had been revoked when he was 18; he had appeared before the LA twice in 1985 and once in 1986 for exceeding the prescribed driving hours.

The highest standard was expected from a man who earned his living by driving, said Gaunt, and Oliver's record showed that he did not appear to think very highly of authority.

For Oliver, Roger Hird argued that to revoke the licence with no indication when a fresh licence might be issued, when Oliver was only 23 years old, was too severe. Since his last speeding offence Oliver had moderated his conduct and although he had not yet got it right, he was trying.
