Which of the following most accurately describes the problem?

AN EXPERIMENTAL scheme to improve services to outlying and isolated villages around Truro in East Cornwall will start on Monday.

Cornwall County Council and the Western National Bus Company are running the scheme. If services are well supported during the six months' trial period then they will become a permanent fixture.

The extension of rural bus facilities around Truro will give one day a week return runs to cover Carrion Downs, Coldwind Cross, Coombe Creek, Frogpool, Idless, Mylor Bridge, Perrandowns, Perranwell, Point, Ponsanooth, Pulla Cross, St Clement and Stithians.

A medium-sized 33-seater bus, small enough to negotiate narrow lanes and difficult corners, is being used.

"This is the largest scheme we have yet attempted," said a spokesman for the council, which underwrites any loss during the trial period.
