Which of the following most accurately describes the problem?

the date when the final braking regulations governing pre-1968 vehicles and trailers come into force; some say January 1972, others January 1973.

The local DOE office says that not only is the date not fixed, but that it has yet to be decided whether Mrs Barbara Castle's original intention of merely raising efficiencies will be adopted.

Some operators with large fleets are wanting to know how much further brake conversion work will be required, so that they can get started in good time, instead of leaving it to the last minute as happened in 1967.

AThe official situation at present is that

there are no regulations stating the date by which pre-1968 vehicles may have to meet increased efficiencies. However, we are told by the DoE that draft regulations will be placed before the Minister in the near future for Parliamentary approval advocating that pre-1968 vehicles should have to meet the higher efficiencies specified for post-1967 vehicles by January 1, 1973. The latest in. formation is that it will be simply a question of raising efficiency requirements and will not include other stipulations applied to post1968 vehicles,
