I read with regret last week of yet another hgv licence application being turned down by an LA, this time one from a driver with 20 years' experience; the refusal was made purely because the applicant had not driven continuously for six months. This annoys me a great deal when every week amateur drivers without any roadcraft, or loading/ sheeting knowledge get a licence on purely a profit-making motive.

I write of the transport repair business where every mechanic has his exemption form filled in because one day, maybe his employer might have to use an hgv licenceholder. The workshop foreman also gets one, although he doesn't drive regularly—if at all. And I know of a case where a service manager and owner got a licence just so that it could stand on a desk and impress people. All these people insist on a Class 1 licence.
