Which of the following most accurately describes the problem?

• Drivers at Fox Brothers Blackpool were blamed for overloading offences and prohibition notices at a Manchester disciplinary inquiry.

The company holds a national licence for 14 vehicles and four trailers.

Director Robert Fox said that a failure to notify the LA of one of three sets of convictions was due to an administrative error.

The vehicles delivered sand, clay and other materials to tips, travelling only short distances. Defects were reported to him personally by the drivers, who were given time each day to inspect their vehicles. The vehicles were given a more in-depth inspection by the company's maintenance staff on Saturdays, and memos reminded drivers of their responsibilities.

When asked how the company's vehicles came to be is sued with two immediate prohibitions in May and June 1991, Fox said that the drivers were obviously not doing their jobs correctly.

Since the prohibitions had been issued the fleet had been reduced to four vehicles.

North Western Authority Martin Albu said that the company must distinguish between safety checks and servicing procedures, and recommended that they acquire a copy of the DTp maintenance guide.
