Which of the following most accurately describes the problem?

N CONTRAST to what is proaosed in the UK for licensing ransport managers, the French 'aye decided that formal eduational qualifications will not )e required.

In France, a certificate of ibility is to be sufficient to !noble a prospective haulier or lirer of commercial vehicles to !nter the profession. New legisation, passed earlier this nonth, has made it unneces;ary to hold formal diplomas of !ducation in order to become a iaulier though these will still )e valid for this purpose.

Though the precise qualifi:ations necessary to obtain the :ertificate of ability have not ret been defined, it is apparent hat the applicant will have to lave had at least five years ;ervice in a transport organisaion and will have to prove that le has had recognised admin istrative experience.

Holders of both formal diplomas and certificates of ability will be eligible for registration after a date to be fixed jointly by the Minister in charge of transport and the Minister of National Education.

• In the UK, a scheme which virtually involves reactivation of the transport managers' licensing provisions contained in the Transport Act 1968 is being studied. Under this scheme, managers already in the profession will be granted a licence "as of right," but the status of that licence will depend on the experience of the person concerned; a course of study and examination success will govern the acquisition of a more advanced licence. Newcomers will, naturally, have to follow the laid down study and examination syllabus.
