Which of the following most accurately describes the problem?

THE Port of London Authority is to close the West India and Millwall docks by the end of the year, it decided this week. The decision was made at a meeting of the Authority after much speculation that the two docks would be closed owing to the falling trade that they have been handling since the advent of containers.

A spokesman from the PLA said: "Now negotiations will start with everybody to ensure a smooth, efficient and effective transfer of business to the Royal group of docks."

He thought that the closure would make little difference to hauliers using the docks. "The number of lorries using the Royal group has declined and it will be able to handle the traffic. The appointments system is in operation at the Royal group."
