TORY LEADER, Mrs Margaret Thatcher has appointed a new "shadow" Minister for Transport.
He is Mr Norman Fowler, 37, MP for Sutton Coldfield since 1974, and for Nottingham South from 1970/74. A journalist—he was formerly Home Affairs correspondent of The Times—Mr Fowler has been Opposition front bench spokesman on the social services.
He was Parliamentary Private Secretary—an unpaid post—to the Secretary for Northern Ireland, Mr William Whitelaw, front 1972/74, Mr Fowler's predecessor in the transport job was Marcus Fox,
