Which of the following most accurately describes the problem?

ABILL to amend the Road Transport Lighting Acts, 1927 and 1945, has been presented to Parliament. It proposes that the Minister Of Transport should be empowered by regulation to exempt vehicles parked on road verges from the need for showing lights.

It will, if passed, also legalize the use of reversing lights which are not red and will bring trolleybuses within the scope of the Lighting Acts.

The Bill has been presented by Mr. Enoch Powell, who unofficially assisted the Minister of Transport during the committee stage of the Transport Bill. He is supported by Col. J. H. Harrison. Mr. John Hay, Mr. Fort and Mr. Angus Maude.
