TH E North Western Licensing I Authority, it was alleged on Tuesday, granted tours facilities to Ribble Motor Services, Ltd., at a time when the company's coach services were not fully employed. James Smith (Wigan), Ltd., and Batty-Holt Touring Services, Ltd., represented by Mr. H. Backhouse, were appealing before Mr. Tudor Davies in Manchester against the Authority's sanction to allow Ribble to continue excursions and tours, with modifications, from Liverpool and Preston.

Mr. Backhouse said that Ribble applied for a number of modifications. the last of which was to increase the number of vehicles on any one day from 17 to 20. He submitted that there was no evidence of need for this. Evidence given on behalf of Ribble, he said, showed that at no time since 1949, when it had a fleet expansion, had it used on any one day the 17 vehicles entitled to be used.

Mr. W. Black hurst, for the respondent, said that there were live objectors at the hearing of the application. There was evidence of need for additional vehicles which the Authority had considered necessary. There was also a need for new tours and excursions.

Referring to the long-distance trips, Mr. Blackhurst said that in 1948 the tours started to build up in a remarkable way. The number of passengers carried in that year was 2,886: in 1949, 5,121; in 1950, 5,662; and in 1951, 5,900. Sixteen vehicles were needed for 14 organized tours, and the company was having to refuse a great number of passengers. The total number of passengers refused in 1951 was 2,316.

Mr. Davies is to make his recommendations to the Minister of Transport.
