BUSINESSES AND TRADE associations are worried about the proposed Low Emission Zone (LEZ) for London, not least whether the scheme will he costeffective in its current form.
The joint stakeholder group (JSG), made up of the Road Haulage Association, Freight Transport Association and other business groups including the CBI, have three fundamental concerns about the Transport for London (TIE) consultation: • Whether the estimated costs of over £500m until 2015 will be matched by improved air quality. The JSG says the scheme will only "accelerate what would happen with natural vehicle replacement by four years".
• What further restrictions will be introduced in 2010 — such as whether vans will be included, • Whether the JSG can be confident that the zone -delivers meaningful improvements first time round", particularly as it is seen as a blueprint for others to follow throughout the EU.
The. JSG claims that many assumptions are being made about compliance, the effectiveness of the proposed enforcement regime and even the implementation of engineering technology that does not yet exist.
The proposed LEZ will require all trucks entering London to comply with Euro-3 from 2008 and Euro-4 from 2010.
