Which of the following most accurately describes the problem?

• Truck driver David Jones was stopped by police on the M4 on Monday after damaging five motorway bridges with his load of 5m-high steel sections.

Jones had collected the steel from a South Glamorgan factory and driven it along the M4 to the Severn Bridge, unaware of the damage the load was causing.

He was unable to squeeze the load through the tolls at the bridge and so returned along the M4 — inflicting furth er damage to the same five bridges. Police finally caught up with him at Newport, Gwent. lp The Freight Transport Association is supporting Department of Transport plans to allow local authorities to display height restriction signs on the approach to bridges and tunnels without having a traffic order.

Drivers will be liable to a licence endorsement and possible disqualification if they ignore the signs.
