Which of the following most accurately describes the problem?

• Joseph Dean Transport Contractors and two of its directors appeared before the West Bromwich magistrates this week.

The Wednesbury-based company is accused of 13 offences of the unauthorised use of vehicles, 12 of using vehicles without an excise licence, three of failing to preserve tachograph charts for a period of one year, and three of failing to produce tachograph charts. The case against the company was adjourned until March.

Joseph Dean denied using an international journey permit with intent to deceive, but admitted failing to return an excise licence after the cheque had bounced. He was fined 2500 for that offence. Wendy Dean denied aiding and abetting her husband to use an international journey permit with intent to deceive.

The magistrates adjourned the outstanding matters against the Deans until May.
