• South Eastern Licensing Authority Brigadier Michael Turner granted an 0-licence to J Needham Agricultural on condition that the company signs a statement of intention that it's vehicle will only be used for the carriage of agricultural produce and materials in connection with its farming activities.

The company's application, for a licence for two vehicles based in the green belt at Beamond End Ranch, Beamond End, near Amersham, Berkshire was opposed by Chiltern District Council and four neighbours.

Evidence was given that the company had been farming Bearnond End Ranch for some time. There was a sister business, J Needham (Builders), based at High Wycombe.

Brigadier Turner said he felt that it would be acceptable to have one small vehicle based at the farm, provided it was only used for agricultural purposes with severe limitations on the hours of use. He granted a restricted licence for one vehicle of up to 7.5-tonnes GVW, and which was only to enter and leave the operating centre between 08:00 and 18:00hrs Monday to Friday.

Turner made it clear that any use of the vehicle in connection with any other Needham company, or to carry agricultural material or products not belonging to Needham Agricultural, would be a breach of the law and could lead to the revocation of the licence.
