Which of the following most accurately describes the problem?

• 'Ile three-vehicle PSV 0licence held by Raymond Riley, trading as Maid Marion Coaches of Wednesbury, has been revoked by West Midland Traffic Commissioner John Mervyn Pugh.

Riley was warned in June 1987 that his licence was likely to be revoked if his vehicles attracted further prohibition notices for neglect, and his licence was renewed for six months only. A subsequent satisfactory fleet check led to the licence being renewed until Feburary 1990.

But evidence was given by vehicle examiners that since then three prohibitions had been placed on Riley's vehicles, all of which had been endorsed to indicate neglect.

No maintenance records could be produced in January and no driver defect reports could be found. Additionally, no flow chart was in use for the current year.

Riley said he had great difficulties in obtaining satisfactory staff, and two new vehicles he had bought had proved nothing but trouble.

He hoped to take on a partner who was a professional mechanic, and to replace the vehicles with better models.

Revoking the licence, Mervyn Pugh said he had no alternative. Riley had an unsatisfactory maintenance history going back to 1982. He had been clearly warned on the last occasion what would happen. In order to give Riley some hope for the future, he did not propose to disqualify him from holding or obtaining a licence.

Riley can apply for a further licence once he has put his vehicles into a proper safe state.
