Which of the following most accurately describes the problem?

• Newly formed Compass Bus of Wakefield — a partnership between South Yorkshire Transport and managing director Paul Bell — launched its first city service this week.

Seven buses will serve two circular routes to the north and south of the city on 15-minute frequencies from Monday to Saturday. The routes form new links around Wakefield and do not directly attack existing ser vices, but Compass may well cut into the business of the West Riding Automobile Company which until now has enjoyed a monopoly.

Since its formation in November 1988, Compass has invested over £150,000 in new vehicles and equipment and have moved to new premises in Flanshaw. The fleet has been beefed up to 21 vehicles, 13 of them from SYT.

Bell began local bus services last March by hiring a couple of buses from SYT. His wish to expand led to the creation of Compass.

Apart from one route to Overton, all of Compass' services are operated on behalf of West Yorkshire PTE. The need to balance tendered work against commercial services has led to a route network which is bound to be fiercely contested in the future.
