AFTER 106 years, Scottish highway law reaching back to 1878 has been brought up to date in the Roads (Scotland) Act, 1985, came into force on January 1. As the Scottish Office admitted, "Much of the ancient legislation was written in the age of the horse and trap and gave rise to difficulties in interpretation in the late 20th century.
