Which of the following most accurately describes the problem?

THE SUFFOLK coach firm owner who failed to dismantle his illegally erected bus wash after being ordered to do so by his local council (CM, December 22/29, 1984) has made another court appearance.

Derek Munson, owner of Beestons Coaches, of Hadleigh, who was fined £250 by Hadleigh magistrates last December, was last week fined a further £700 for failing to shift the wash.

After the December hearing, Mr Munson was liable to a fine of up to £100 for every day the machine remained in his firm's yard at Long Bessels, Hadleigh.

He told the court that because of a new appeal he had lodged with the Department of the Environment an inspector had asked to see the machine in position. But appointments made by the inspector to visit the site in January had been cancelled because of the bad weather.
