Which of the following most accurately describes the problem?

PLANS for a lorry park at Stadium Way, Chester, took a step forward when the city council's property and estates committee agreed to lease land to Chester Football Club to provide access to the four-acre site that will form the lorry park.

The committee also agreed to try to attract a business to the front of a site which would screen the lorry park after it was stated that Grosvenor Motors had decided not to build a car showroom.

Chester Football Club, which is joining forces with British Road Services in the lorry park project, says this will assist the club financially and benefit the city by keeping heavy lorries out of the centre.

Eric Barnes, chairman, said the club would make a profit from overnight parking and the use of other facilities on the site.
