Which of the following most accurately describes the problem?

DENIS QUIN, director general of the Bus and Coach Council, replaces West German Helmuth Seither as president of the passenger liaison committee for the EEC.

The committee is the Brussels-based section of the International Road Transport Union and its presidents are appointed for two years.

Mr Quin has been active in the IRU for 18 years and president of its Social Commission for the past 10.

Bob Duffy, the Road Haulage Association's senior executive officer responsible for international haulage, has become vice-president of another IRU committee.

He was elected earlier this month to be a vice-president of the hire or reward goods transport liaison committee with the EEC Commission, which is based at the IRU's offices in Brussels.

Mr H. Ghigonis, director-general of the French organisation, FNTR, is president of the committee, and the outgoing president, Mr J. P. Benthen, director-general of NIWO, the Dutch organisation, is the other vice-president.

Mr Duffy is also a vice-president of the Geneva-based IRU professional goods transport committee responsible for liaison with the United Nations ECE.
