Which of the following most accurately describes the problem?

The Dunlop tyre factory at Speke near Liverpool is to close down on April 19.

The factory produces tyres for lorries, buses and coaches. Implement tyres, Dunlop's designation for tyres used on trailers and wheelbarrows, are also produced at Speke.

In addition to the Speke production, many of the ranges of tyres are also made at plants outside the UK, and Dunlop has taken the decision to shut Speke in an effort to reduce excess capacity_ The commercial cross-ply tyre output may go to Renfrew, Scotland, although no definite decision has been made yet.
