Which of the following most accurately describes the problem?

• Single-intensity stop-lamps and rear direction indicators will continue to be permitted, for six months as an alternative to dual-intensity devices, Mr Peyton has decided. The kpad Vehicles Lighting Regulations 1971 will be amended accordingly.

It was decided last June that the operative dates for the mandatory "E" marking of signalling devices on new vehicles should be postponed by six months. This was to allow sufficient time for dual-intensity signalling devices to be made a condition of European Economic Community type approval but such agreement has not yet been reached.

The DoE still believes that dual-level signalling is a superior system and is urging the other Community governments to agree to the fitting of dual-level devices as a condition of type approval.
